Whether you're a pet parent or pet care provider, I recommend being fully transparent. Upfront transparency will assist all parties in minimizing misunderstandings, as well as help to keep everyone safe. In addition, this is a vital step in earning trust.
If your dog has a bite history, disclose it. If your pets are reactive, fearful, aggressive, anxious, etc, disclose this. If your pets have ongoing medical concerns, disclose them.
If you are a provider, disclose your experience, skills & qualifications. Share what training you've had. Disclose your rates, policies & procedures, etc. Disclose whether or not you're licensed, bonded, insured, background checked, etc. State at what point you would need to refer care elsewhere. Share why you would decline a job.
Pet parents may very well have different requirements for their providers. Some will not hire anyone who isn't insured, whereas others may consider other factors more important. Honesty is always the best way to go. The truth tends to reveal itself at some point.
