If you have a reactive canine, it is helpful to designate this information in writing on a vest. People will typically back off if they read that the dog is reactive, fearful, etc. Common sense would indicate that they hold their own safety as important. However, keep in mind that common sense isn't always common.
Desensitization practices can assist with reactive dogs. Sits & Wiggles utilizes LIMA (Least Intrusive, Minimally Adversive practices. The following organizations also support LIMA methods:

If you encounter a reactive dog while walking your dog, please respect both the dog & the pet parent / handler by allowing them space. Cross the street or head in the opposite direction if possible. Distract your dog by asking him / her to shake, sit or lay. Use praise, life rewards, treats, etc.
